Publix opened at 7200 Cosby Village Road during the week of November 16, 2018. For several years after that it was the only major business on the site. Today the corner of Hull Street Road and Cosby Road has a Panera, a Chipotle, a Starbucks, Kline's Dairy Bar, a Firebirds Wood Fired Grill and a Panda Express. A sandwich shop, a second retail building and a reported breakfast café are lined up behind them.
That looks like one development coming together on schedule, but most of it happened another way. Cosby Village Square has filled in one parcel and one operator at a time. Each business made its own call on when to commit to this stretch of Route 360. That explains why the hub sat quiet for years and then got busy fast. It also explains why the "coming soon" signs around it carry very different levels of certainty.
The plan was big. The build was piecemeal.
When Main Street Homes laid out the commercial section of its Cosby Village project in late 2020, the plan called for roughly 20 commercial acres and 122,500 square feet across 14 buildings, next to the existing Publix center and the homes. By 2022 the first phase had shrunk to three buildings totaling 19,700 square feet, with four separate lots under contract for more than 31,000 square feet. The opening estimate for the commercial section moved to the first quarter of 2024.
Some of those lots were sold outright, not leased. Cosby Village, LLC sold the outparcel that became Kline's Dairy Bar, and Panda Express paid about $1.6 million for its own site in 2024. When a restaurant owns its pad, it opens on its own construction schedule. The table below shows how that played out.
| Business | Address | Opened |
|---|---|---|
| Publix | 7200 Cosby Village Road | Week of November 16, 2018 |
| Panera Bread | 15612 Hull Street Road | Grand opening February 28, 2024 |
| Kline's Dairy Bar | 15589 Cosby Road | Summer 2024 |
| Chipotle | Cosby Village Square | Operating by September 2024 |
| Starbucks | Cosby Village Square | Recently opened as of January 2025 |
| Firebirds Wood Fired Grill | 15700 Hull Street Road | October 20, 2025 |
| Panda Express | 15810 Hull Street Road | June 2026 |
Look at the gap between the first row and the second. The grocery anchor was open for more than five years before the first restaurant pad joined it. After that, new places arrived every few months. Kline's was the chain's first Richmond-area location. Firebirds was the brand's third in Virginia. Stephen Loftis, chief brand officer at Firebirds, called Chesterfield "a vibrant community full of energy and character" when the Hull Street Road location was announced.
Panda Express held a community celebration at 9:30 a.m. on Tuesday, June 9, with a ribbon cutting by the local chamber and a $2,000 donation to the Boys and Girls Club of Metro Richmond. Some address details are still unsettled. The Times-Dispatch gives Panda's address as 15810 Hull Street, but Richmond BizSense listed the parcel as 15842 Hull Street Road when the land sold in 2024.
The older center still covers the errands
The newer restaurant pads draw the headlines, but the original Publix center has carried day-to-day errands since before the newer pads opened. In 2022, BizSense listed its tenants as The Sand Dollar Beach Kitchen, Mr. Submarine & Sal's Pizza, Davis & Nyczepir Orthodontics, Brush Up Dental, Otterdale Pet Wellness Center, Lavish Nails & Spa and Great Clips. AutoZone and a 7-Eleven sat at the Hull and Otterdale corner. That list is four years old, so check a specific shop before you drive over. The Sand Dollar Beach Kitchen still lists 7324 Cosby Village Road, with posted hours and online ordering, on its own site. Dental Care at Cosby Village was among the open tenants in August 2025, and its own site lists 15884 Hull Street Road.
The one larger building still unaccounted for is the 33,000-square-foot Richmond Aesthetic Surgery office. It was under construction in August 2025 and expected to open in spring or summer 2026. No report found during research confirms that it has opened.
The next wave has real dates, and one name without one
Here is what's coming, sorted by how firm each item is as of early October 2026.
- Capriotti's, early 2027. Franchisee James Kimball signed a 10-year lease on a 1,600-square-foot space in a new building near the center's Starbucks. He said in September that the shell was largely complete and that interior work would start this fall. He estimated it would cost $600,000 to $700,000 to open.
- Cosby Corner, early 2027 delivery. This is a separate 23,500-square-foot project at 15516 Hull Street Road, beside Cosby Village Square, from Lion Gate Ventures. Lightbridge Academy has signed. The restaurant and the national café/bakery have not been named, and the broker described the plan as "a mix of full-service restaurants and daily services."
- Flying Biscuit Café, reported but not confirmed. The Richmond Times-Dispatch reported a 3,500-square-foot lease at Cosby Village Square, 15701 Cosby Road. The franchisor's own announcement on September 28, 2026, says site selection is still underway and that the address will be announced once a lease is signed.
Kimball's explanation for the Capriotti's location says a lot about the timing. He opened his first Capriotti's at 35 Le Gordon Drive in Midlothian in June, and he says it ranks among the brand's top performers. He planned a Moseley-area shop from the start. "Being down on Hull Street and expanding southwest in a really developing area was always part of the plan," he told BizSense. "With these types of opportunities, it's all so dependent on timing and the availability of certain locations. Cosby Village was right on schedule so that made a ton of sense for us."
His point is that the opening depends on whether a finished space is available. A signed lease in a shell that's already built, with interior work starting in the fall, is about as firm as a restaurant date gets. Cosby Corner was still waiting on a summer 2026 construction start when it was announced in March, so its early-2027 date depends on more moving parts.
Flying Biscuit would fill a different part of the day if it lands here. The franchisor describes a breakfast, brunch and lunch menu that closes in the afternoon, with stuffed French toast, shrimp and grits, and a full bar pouring brunch cocktails. The franchise partners are Nitant, Niraj and Nimesh Patel. Their agreement covers one café for now, and they hope to grow to three to five in the Richmond area. Until they announce an address, Cosby Village Square is the most likely location but not a confirmed one.
Farther west on 360, two fall targets are still pending
The same one-operator-at-a-time pattern shows up past the Cosby node. Hidden Wit Brewing Co., at 21110 Hull Street Road, agreed to sell part of its property to the team behind 360 Field House. That's a planned 22,000-square-foot youth sports building with two full-length basketball courts and a multipurpose turf field. Brothers Sean and Mike Beville and Ryan Marable of Local Legends lead the project. "There's a really big demand in the area with, one, the growing population, and two, the shortage of indoor space," Sean Beville said in September 2025. That report projected an opening in fall 2026. No newer public update was found confirming groundbreaking or an opening.
The brewery itself has a full October calendar. Hidden Wit lists Sunday brunch, Wednesday wing nights, Thursday burger nights and Thursday trivia every week. It also has a murder-mystery dinner on October 9 and live music on October 16 and 17. Its Red Door Beer Club is currently open to new members.
The county's new trailhead south of Hull Street is also waiting on a decision. The Winterpock Area/Beach Road Park at 13501 Beach Road will add a 10-space parking lot, a 1.5-mile wooded trail loop and a paved walking and biking path along Beach Road across from the Brandy Oaks neighborhood. Chesterfield County's project page, last updated June 14, 2026, says completion depends on VDOT approving a signalized crosswalk across Beach Road, and it estimates fall 2026. No opening announcement has followed that update.
Cosby Village Square is a useful example of how retail actually comes to a corner like this. A single plan sets aside the land, and businesses show up one at a time over years. If you're thinking about selling a home near Hull and Cosby, it helps to know which of these businesses are open and which are still just announced.
